308 Chambering/Throating Help

Looking at getting my first custom rifle/barrel chambered and want to make sure I get it done correctly. I'm getting a 308 chambered for hunting with a maximum magazine length of 2.862 inches. When the magazine is seated in the action, the feed ramp cuts down the length to 2.843. Given this, I'm planning on loading to a COAL of 2.837 to give some wiggle room since is a hunting rifle. I'm planning on using Barnes 168 ttsx bullets as my primary but may also use the Hornady 165 CX.

I have 2 questions with this;
1) should I get the feed ramp machined to accept the full magazine COAL?
2) What throat length do I need to maximize the COAL or how do I go about determining this?
