Ignore this statement. I've been trying for 2 years and got drawn both years. Won't be for the top units, but I had opportunities at 280" bulls last year, have to see what this year looks like when I get out there. If you want to hunt, study the draw odds and put in for where you have a reasonable chance to draw while building points. That way if and when you draw one of the better units, you will have some experience under your belt. Just my .02

Don't overlook cow elk tags, many do not need or take PPs.
Good way to learn about elk hunting on a cheaper cow tag.
Buy your WY PPs too and maybe apply for a chance at a random tag too.

Wyoming averages PPs in party applications.
