2022 California Bear
You may be correct - i haven't heard this - i have gone hiking in the area a few times and never had issue. I usually park in the lot for Vivian creek. The only times ive gone up there have been week days in the spring and the camp site is mostly empty. Not sure what its like during hunting... -

ive been trying to get on this hunt - for non residents it was like 5 points needed from what i was told by an outfitter - but i think Wyoming changed tag allocations for non residents so its probably longer now. -

Outfitter recommendation
I know they have a few different areas they hunt - they do have a cancellation or two each year from the sounds of things - but sounds like they book out 2-3 yrs in advanced from speaking with them at the hunt expo.
