    Early on, probably. I think the Wilderness Act dates to 1964. I don’t know when the NR requirement came into being. But I wouldn’t be surprised to find out it was about the same time.

    I live in Wyoming. I believe 90/10 just makes sense. But I don’t believe nonresidents need a guide in wilderness areas. Unless you’re from Utah, of course. Then I believe in 99/1 and guides for everything. :)

    I’ve noticed the people always on cardio machines never seem to get in shape but the guy working the jump rope is in shape. I’ve noticed when all the machines and benches are occupied the dip bars and pull-up bar will still be open.
