You might want to check the Nebraska Game and Parks site. Up until last year non res archery was unlimited , now there’s 250 tags for non res. The rifle has quotas as well and is a draw I believe . The 2022 regs just came out .
I’d say you need permission. We’ve hunted Wyoming the last 6 years . If that’s in Wyoming , go to the county accessor page and they have public road maps. I’ve been doing this each time we’re in a new area. It definitely helps to figure out exactly what roads cut through public tracts. Good luck!

I’d agree with a lot of the other posters, if you’re new to stand hunting a ladder stand would probably be the most user friendly . Once you get more comfortable being in a tree , hang ons or saddles are a great alternative.
