    I shot 136 Hammers in my .280 Rem before I sold it (bad decision). It wasnt twisted fast enough for the 143 HH, but I had fantastic success with the 136.

    Absolutely not on private land. It’s not in general on public lands, and I’m pretty sure we weren’t required to carry it as part our backcountry use permit in GNP. I sure don’t remember having it and I’m certain we would have if it was required.

    I can see where if someone had it and chose not to use it, depending on the circumstance that could play into it. There is absolutely no way a person can be charged for not using what they don’t have. And it’s not a legal requirement to have it.
