" Forty Mile Targeted Caribou Hunt AC999" February 2 to March 31 with a bag limit of one caribou. Limited to125 tags in Zone 1&4 in the Steese Highway area. If you took a caribou this past fall, you are not eligible.
ADFG has reduced the harvest quota to 30 bulls which is significantly down from the usual 70-80 bulls. The herd is difficult to count as they are non-migratory and do not congregate in large groups. Much of the herd hangs out in the Donnelly Flats area and provides great photo ops for tourists...
The Mulchatna Caribou Herd peaked at 200K back in the 90s before going into a steep decline. The herd was estimated at 12K in 2017. ADFG recently did a little predator eradication in the calving area by killing 94 brown/grizzly bears, 5 black bears and 5 wolves.
That's a lot of grizzly bears...

I have a huge stack of old Alaska magazines and the older Alaska Sportsman magazines that I peruse on these winter evenings. The November 1976 issue has a story regarding the caribou in the drainages of the Noatak, Kobuk and upper Koyukuk Rivers:

We can't take grizzlies over bait in this area [yet] but with this guy around, I won't see any black bears either. That's a beer keg that I cut a paw hole in because he smashes 55 gal drums flat.
The population of all three grouse species [Ruffed, Sharptail & Spruce] in the Delta Jct and Tok areas is extremely low and local residents are asking hunters not to come here for grouse.
The birds were in the lows of their cycle and the bad winter and late, wet spring have really decimated...
