If it's truly passive, I think there's a fine line between a genuine accident and reckless carelessness. If I were the citing authority, I would much rather give the person an option to go back however far it was and pick up 3x the amount of trash than give them a citation that is nothing more...

The state may mismanage the herds and probably allocate too many tags based on inaccurate population estimates, but I doubt they are rigging the system against individuals. If they don't want you to hunt, it's a warden's job to get your privileges revoked by catching you in the act a few times...
Setting up a few trail cameras to watch your stuff is probably the bare minimum you'd want to do. Just don't set your nice cameras or else you'll regret it when those get stolen, too.
