Why do you want to purchase a claim? For a place to camp? For a hobby? If it’s either of those two reasons, consider the much cheaper alternative of joining a prospecting club that already owns a bunch of claims.

When I was into building my own arrows I weighed all components and strived to build a dozen all within 1.5 grains. Not sure if it mattered but it made me feel better. The bad news was when I missed it was because I sucked.
This happened about 8 miles from my home. Cats are thick around here. Locals get depredation permits for them if losing livestock, but it’s tough to keep up. I have only had trouble with bears in my beehives.
First range report... I sent 80 rounds, split into eight 10-round groups at 101 yards. 40 rounds of factory Winchester 140 Match (unspecified OTM bullet), followed by 40 rounds of factory Hornady 140 ELDM.
Worst 10-round group of the bunch was 1.1 MOA... below are the best two 10-round...
I opted to not put a 20 MOA base on it as most shooting will be inside 1,000 yards. If that changes then I would probably swap both the rail and optic.
As for the ring level, when I was mounting the scope I recognized it can't be seen when I'm on the gun. Sorta gimmicky, but it's so...

When I was with the USGS we had to take a 3-day “bear aware” class to work in Alaska. A speed drill with a charging bear target was one of the rotations... I was able to get 1 shot on target with a bolt action .30-06 (“charge” started at 35 yards), but 3 shot on target with lever Marlin 1895...
I live a decently baller life, with lots of impulse purchased toys and experiences. The main reason for this is that I don't leverage other people's money. I pay-to-play with my own money, not the bank's. IMHO, taking out a loan at the terms described by the OP is not a sound financial plan...
