Without seeing exactly how their tests were conducted, it would be impossible for me to state with any degree of conviction as to why they saw what they saw. Small differences in bore diameter or chamber dimensions can certainly affect velocity.

Thanks for these responses. Other than using trekking poles, I'm not far off. Really just a couple seconds slow. From prone I'm more like 13-14 seconds to first shot and the second is right at, or just after 15.

AICS bottom metal would get you there in a Tikka 223 for 88's or 75 ELDm (88's would need a new barrel, too). Not a bad swap if you prefer AICS mags anyway, less good if you prefer factory Tikka. I can't imagine the 88 would be splashy at 223 speeds, but have no experience. Doubt 88's would...
75 ELD will stabilize but I think the magazine would have to be modified to fit (I'd have to check again at home to be sure).
73 ELDs work at mag length. My cheap 223 practice bullet of choice is the 75 bthp.
