Option 2? Why? No OTC tag? My only concern with that is point creep. As a Colorado resident I will be very pissed if I can’t hunt elk every year because of point creep. At least now no matter what, I can buy an OTC tag and hunt for the month of September.

Part of “wilderness”designation is that you can’t use anything motorized. So technically if you pedal a bike and it doesn’t have a motor then yes you can use it.

You can only cross private property to get onto public ground if that piece has a public easement on it. So NO I wouldn’t “assume” anything. Usually there will be a sign at the trailhead that will say if you can cross.
