If you're OK with receiver-top mounting, Talley extra-lows get you closer to the bore than any others that I'm aware of; their claimed height is only 0.410" / 10.5 mm, plus they're good-quality and not too expensive.
But SM will get you plenty low too:

Hawkins rings are awesome, but I don't think they offer anything in 1" diameter, plus their Tikka rings screw into the receiver top instead of using the integral dovetail.
I've never had a problem getting all sorts of subsonic ammo to run reliably in my 10/22. If yours is failing to cycle, you can simply swap out the recoil spring assembly to a lighter one.
For me, 22s are about fun, so the 10/22 would be my one-rimfire choice because of how unlimited the...

This is the 30-mm high-mount set; the lower ones are probably under 100 grams. I’ve been very happy with them. Can’t imagine a more reliable way to mount a scope to a Tikka receiver.
