It's more about mechanical ability of the scope. Larger tubes can dial more elevation.
Also, I'll say that I prefer neither of your options. I like scopes with 36mm tubes ;-). But, if forced between your listed choices, definitely 30mm.
I don't think there's a ton of rifles made in 300 RUM these days.

Agree with this assessment. I have about 80 rounds down the current Krieger barrel for my 300 RUM. I figure 1000 round count is about max I'll get out of the barrel.
Change in powder lot, and nearly 700 rounds on the barrel and only a 45 fps change in velocity sounds pretty reasonable.

Yes, I have a SOL survival and first aid kit that I bought and I also augmented. In addition to the kit, I added some easy to use suture staples, large bandages, Quickclot bandage, ad moleskin, and a Tourniquet for worst case.
