For whitetail deer, Kansas and Iowa have draws for nonresidents. Kansas, for instance, issues around 22k tags for 27k apps. Missouri, Arkansas, Minnesota, Wisconsin, Michigan are all OTC with no cap. Turkey in KS, MO and AR are OTC with no cap. So bunch of good populations that can support it...

Not entirely sure yet. CDFW is analyzing my request for draw statistics. I'd say it will be within the next 30-60 days if it follows most other states (after request acknowledgment). Call me an optimist (or deranged) but I'm gonna assume California will be like the others!

My comment to the task force was basically that while across the board cuts to nonresidents undeniably increases resident opportunity, it's a blunt tool. Allowing WGFD to manage individual draw quotas to 90-10 where warranted would likely be more effective at addressing resident opportunity...
