I've gotten used to using a plumb line and won't use anything else. There can't be anything more accurate than setting a scope level with a plumb line. Sort of similar to the card thing, but it's using gravity.

Update: case was once fired, but apparently I didn’t have my sizing die set just right. I did this again today, remeasuring to lands. I got a slightly longer measurement of 3.030”.
However after running additional testing I was not able to get a round to chamber at 2.999” or at 2.80”. Went...
I will also vote for Chris Guikema at Compass West Outfitters. Haven't hunted with him yet, but once I grab a tag, that's who I'll use. Anytime I talk to Chris it just feels "right".

I just measured 2.960" CBTO on a Proof 22" 300 PRC (prefit for Defiance Anti).
Hornady PH 212 ELD-X measures 2.930" CBTO, running .030 off the lands of this rifle. The PH 212 ELD-X did group very well and so did my handloads at the same CBTO (2.930"). I will go back and do a proper load...
I ran two boxes of the PH 212 ELD-x on initial sight and break-in. Bolt lift a bit sticky about half way though the second box. Seemed a bit spicy. I only had extractor marks, primers seemed to be OK with no real signs of being over max.
I'm now running 78.0g Retumbo in virgin Lapua brass...
