I agree with Gila, I don’t think the 7 PRC is the best cartridge for what you’re looking for. I would look for a tried and true option with lots of ammo available.
I am a lefty as well and have a Tikka chambered in 7mm rem mag. It’s a great gun.
How would area 78 compare to the Region H hunt? This is an area I could likely draw as well. Seems like it may be hard to get away from the roads since as a NR I wouldn’t be hunting the wilderness…

I’ve hunted Nevada twice in one of the easier rifle tags to draw as a non resident and had good luck finding deer and bucks. I think all units give you the opportunity to harvest a buck, you just might have to work a little harder in the ones that are easier to draw.
I would define different as outside of their mothers home range. I was always under the impression that the fawns will use the same basins/drainages as their mother.

One question I have on this data is: are the winter and summer areas the same with different routes between the two areas than their mothers? OR migration routes are different and lead to different summer and/or winter areas than the mothers use as well?
Be aware that you will likely need to single feed your loads with a Tikka if you work off the lands. If you want to use your magazine, you should just seat your bullet to where it fits the magazine go from there…
California deer hunting is tough. Persistence and time in the field is a requirement for success. Enjoy your time in the field and be a student of the game. Also, be sure to buy a bear tag!

I would agree with others on moving after a day or two of not seeing any deer. IMO, finding sign is different then seeing deer. Good luck on your next outing!
Not looking for excuses... the reality is that all national forests in the southern half of the state are shut down. I will still get out and hunt. Thankfully I have a tag out of state as well.
Most national forest are shut down and crazy wildfires are burning down the the wood due to environmentalist policies. Most people won’t be able to hunt this season. SMH, get me outta here!
