My view is that *IF* the decision was made based off of sound science and not politics or emotion on either side then delisting should be seen as a victory for wolves and all of wildlife and the ESA has done its job.
Hopefully they will be placed under effective state management and the system...

They are just plant material, I toss them on the ground (away from camp) or if I was going to be there a while dig a small hole to bury them in just so there's not a big pile of grounds laying around being ugly.

As far as running off, I can confirm that if you shoot one with a direct frontal shot, with a crossbow and a huge ass mechanical they do not run very far... lol
For that budget I'd go with a used Kifaru, SG, or MR frame and something like a grabit or a used Kuiu bag (Kuiu frames kinda suck for heavy weights but their bags are nice) you might go over your budget a bit but should be able to get pretty close.

I've hunted them twice on public land in TX with my stickbow, one of the guys with us killed a young bull with his xbow at about 30 yards on the first hunt, a very lucky shot, him and the nilgai just happened to walk out on the trail at the same time. Needless to say I went home empty handed...
Just about everyone I know who goes to or has gone to SHOT has gotten sick. I can't even imagine the clusterfug that it would turn into with the rona... smart of them to cancel, as much as it sucks.
I thought so too when i first saw it and it's certainly possible that its a fake but thats a LOT of effort to go through to get all the muscles and scapula to move properly like that.
I'd personally recommend starting with the best 10x you can afford, that's going to be the most versatile for as many different scenarios, once you stick them on a tripod you're going to be shocked how different it is from hand held glassing. Just starting out you're not likely to be judging...
Take your entire budget for binos and a spotter, ditch the spotter and drop all that on your binos.
Top end optics are nice but not entirely necessary but you will want the best binos you can afford on a tripod.

Yeah it sucks that folks' hunts are getting cancelled, I'd be super let down too but as was already stated the state doesn't have the resources to fight another fire so yeah, hunting is a privilege...
