Not much difference weight wise between a cf #4 and a #13. Obviously the 4 starts fatter and goes smaller while the 13 is more of a traditional rem varmint contour.

The tikka t3 or t3x are pretty close to the weight limit, figure 6 1/2 lbs for most standard calibers, always the option as mentioned above to change the stock or even shorten the barrel. They are quality rifles not sure the price used in Canada but here 500 would be ok, if not close to new...
The above post, weight, caliber, etc, had a t3 stainless lite in 270wsm about 6.5lbs if I remember correctly, accurate reliable rifle. Plenty left over for a decent scope or even a good cf stock.
Unfortunately a suppressor doesnt come close to a good brake for recoil reduction. Area 419 developed the Maverick suppressor from what my friends have said they are impressed with the design in both sound suppression and recoil reduction, obviously not cheap but really the only option out...
I've used a variety of tripods over the years, one thing that is for certain, once you have to use the center column if your tripod comes equipped with one. And its necessary to use it to gain height, that extra stability that a heavier tripod even cf or aluminum goes out the window.
