My working theory is that after the buyout, Hodgdon needed to "differentiate" BH 209 from its other powders. As a result, BH209 was made to be a "premium" product with the associated price and (possibly artificial) scarcity.
Plains requires access (nearly all private) and the really good habitat has been leased by outfitters. You can absolutely shoot a monster out there, but your pocketbook will be lighter. Honestly a "management" buck through one of these outfits would likely be the biggest buck I've ever taken...
QAD Exodus and it isn't even close. The only crappy thing about them is that they are so low profile (I use the swept variety) that they can hide tuning issues, like a mechanical.
Highly recommend giving them a call as well. Be forewarned that you will have someone with a NY accent ask you a bunch of questions and listen to your budget and requirements and then give you several options and tradeoffs of said options.
