My experience with Leupold is not based on first-hand experience, it's based on the number of threads I've read that end with '...and instead of fixing it, Leupold sent me a new one!'.
That's enough reason for me to spend my dollars and risk my hunt with another brand.
A 50mm objective is going to improve your low-light characteristics.
I would look at maybe Meopta Meosport 3-15x50.
They're well under your budget and the glass is excellent.
You can also get a lighted reticle which IS legal and pretty helpful in low light.
That's where I spent my money...
If you REALLY need recoil mitigation, wait on the suppressor.
Brakes mean hearing damage and are obnoxious to everyone around you.
Otherwise, you can always add weight to it.
Focus on what fits you best.
Personally Browning fits my body.
My Silver Hunter has been fantastic.
My son shoots an SX4 and it has been great, albeit with not a lot of rounds through it.
Personally, I have no interest in an inertia gun.
I warrantied a pair of Zulu7s and they sent me a replacement pair immediately so I could continue my hunt.
Even included a bino harness in the deal.
I have zero complaints about Sig CS.
On a Toyota, they were necessary.
