Elk are noisy, stop trying to be, or at least stop worrying about, being quiet if that is what you were doing.
The comments about persistence are absolutely true. Being in the elk as often as possible is key. Not sure what the OP has been doing but hunting all day and not hanging out at camp...
Not really, it was my 3rd colo cow moose tag after a bull tag. I keep draw at 3+2 points.
the ID tag is OIL, and I invested 28 days in the hunt. Extremely tough hunt. But successful. dropped over 400 pounds of quarters and other meat at the processor.
So two moose in the freezer in one year...
Had a great initial 10 day trip with a few scouting days them hunting and almost arrowed a good bull but did not shoot.

lucked out and killed my 4th colo moose on opening day and only had Sat/Sunday to hunt b/c of time neded for the ID bull...
My last one was more water than bargained for. Had negative consequences in this case but it worked out.
The one before was not as bad at edge of a beaver pond.
The first ran for a beaver pond 40 yds away after the shot and landed a few feet shy, thankfully.
I do not have Dbevans experience with moose but I have found shiras in Colorado pretty easy to get a lot closer to than 150 yds after arrowing 3 and now hunting a 4th this year. Sure some will run off but plenty seem to allow you to get in bow range even when they know you are there.

1440 mile round trip scouting trip Thursday through Sunday to Idaho was great. Learned a lot, saw some cow and calf moose and lined up some pvt land permissions adjacent to the key waterways. And met some great folks.
