Yes elk are creatures of habit. Including when they are pressured. They may not come back once pressured out because they've found other safe havens. If those safe havens have everything they need, they stay unless pressured out.

I have a bigger bag and only take what I need for the day. Kill kit, water, food, GPS and sidearm. Depending on the weather I may or may not take rain gear. No need for extras
I'm assuming you're hunting the Gila. It's not uncommon to get into some hot action up to the 4th. Other than that, you'll likely be hunting silent elk for the most part until around the 10th when you should hear a few vocal elk and it should get better at the end of your hunt vocally.
