I would suggest Utah or Wyoming honestly. Colorado will have later dates this year and I believe utahs dates will be in august. In my experience bucks are "easy" to find and pattern in August. Good luck!
Definitely some tough decisions for idfg. Depending on the herds condition there have actually been studies in Wyoming that show 3 pt. Minimum hunts can actually make it difficult to grow bucks, because alot of hunters shooting the first 3 point buck they see.
This is the third year I hunt the unit. I seen alot of does and young bucks in the areas were I usually mature bucks. I dont think the high tag numbers are helping the unit.
I drew a rifle tag in the unit this year. I have never hunted Utah so I cant be of much help. Maybe we can bounce ideas off of each other after scouting?
It all depends on the weather/ rut/ location of winter range. In the area you mentioned with my experience July and August scouting will help, but you wont be hunting above timberline after opening day. The bucks will be close but I would look for them in the timber about mid slope.
