Yes and no. Just be aware that 90%+ of that area is private land once you get away from the lake a bit. There's no guarantee on the OTC hunts, even for those of us that live in great deer country. Snow can definitely be a factor in January, so as an outsider, I'd look at elevations below 5,000'...
