Sorry for an off thread question but can anyone tell me if the cross piece between the stays on the upper part of the frame on the Bikini is ridgid or do the stays move/rotate around the rivet that holds it to the stays?

I have the Attack and the Mountain pants. I've tried to wear the Attack pants the last two years and they really chew me up under a pack belt. Tried Kuiu's belt and without..no help. The Mountain pants have been more comfortable. Has anyone else had this problem?
