You need to contact the New Mexico game and fish. Your timing of the hunt may be an issue, with all licenses and otc tags expiring March 31 if not sooner. As far as hunting sheep in an otc unit, sure you can do it. Don't try to do this hunt solo, as most of the areas with sheep are very steep and dangerous if you are not careful. Take 15x binoculars on a tripod to have a chance of spotting them.
